Thanks to @negagogo93 who let us scan his postcard collection, we’ve finally rescued this iconic piece  ラティアスとラティオスのいる風景 by Ken Sugimori, dated March 2002 on the back.

Gen 3 concept art by Ken Sugimori featuring the infamous Latiken and their mysterious blue-haired trainer, possibly  2000. Enhanced by us from  a pic taken by twitter user kurowasan at the 2012 Game On expo in Brazil.
One of the Gen 3 Proto-dex entries might refer to this very Pokémon, it reads:

 "Sightseeing Pokémon, A Pokémon that loves to fly with a human riding it.
It quietly flies and is completely comfortable to ride. When it tires, it rests with its wings floating atop the sea"
